Toni Sparrow

Toni Sparrow is a practitioner–researcher specializing in housing, behavioral health, and social service systems.

She currently leads statewide analytics and performance strategy for California’s $1B Behavioral Health Bridge Housing program, working across agencies to align data, funding, and implementation to improve system outcomes and strengthen service delivery.

Her experience spans the full continuum of housing and social services, from frontline service delivery to regional operations and statewide systems strategy. This perspective informs her work in strengthening system alignment, reducing barriers to access, and improving how public systems function in practice.

Toni’s research examines how eligibility requirements and organizational practices shape access to housing and social services, with a focus on how these systems impact underserved populations, including Black fathers. Her work is grounded in Critical Race Theory, Intersectionality, Social Capital Theory, and street-level bureaucracy, with an emphasis on how institutional practices influence access, implementation, and equity.

She is committed to advancing public systems that are effective, accountable, and responsive to the communities they serve.
