Research

Toni Sparrow's research examines how eligibility requirements and organizational practices shape access to housing and social services, with a focus on provider perspectives and system-level dynamics. She is particularly interested in how administrative processes influence access, coordination, and outcomes across housing, behavioral health, and social service systems.

CURRENT STUDY

Toni's current research focuses on how nonprofit service providers in California perceive and navigate eligibility requirements and organizational practices when delivering housing and social services, with particular attention to how these systems impact underserved populations, including Black fathers.

PARTICIPATION OPPORTUNITY

Toni is currently seeking professionals working in housing and social service systems across California to participate in a 40–45 minute virtual interview. This study focuses on professional experiences and does not involve client data. Participation is confidential.

PRACTICE

Toni Sparrow work focuses on strengthening how public systems operate in practice, particularly across housing, behavioral health, and social service systems. She leads efforts that align policy, data, and service delivery to improve access, coordination, and outcomes at scale.

CURRENT WORK 

In her current role, Toni leads statewide analytics, performance management, and program evaluation efforts for California’s Behavioral Health Bridge Housing program, a $1B initiative focused on addressing homelessness and behavioral health needs. This work includes supporting cross-agency coordination, strengthening data systems, and providing insights that inform decision-making at both the state and local levels.
